Madar (Dakar) - Senegalese President Bassirou Diomaye Faye on Wednesday, October 28, 2026, asked the prime minister at the Council of Ministers to take "all appropriate legal provisions" to implement the policies and projects in the 2026 amended finance bill and the 2027 finance bill filed with the National Assembly, saying continuity of public authorities "remains an imperative", according to the council's communique.

The president listed several urgent tasks, including a full evaluation of the Economic and Social Recovery Plan (PRES), relaunching economic activity and stalled construction projects, rapid clearance of domestic debt in liaison with private-sector umbrella organisations, and financing for agricultural and horticultural marketing campaigns.

He also called for faster work on health facilities, universities and schools, rural electrification and water, including the Grand Transfert d'Eau to Touba-Mbacke and a new multi-village borehole programme, as well as a progress review of the Technological New Deal and faster rationalisation of the public and parapublic sectors.

On social issues, the president urged the government to pursue "responsible social dialogue" with union federations, supervised by the prime minister under the Social Stability Pact signed on May 1, 2025.

The council also discussed a census of artisans, their access to public procurement and setting up a special crafts financing fund in the short term, with an interministerial council on the sector before the end of 2026, as well as a fire and rescue company in every department.

The president said he will open the Youth Olympic Games in Dakar on Saturday, October 31. The dispute over the amended finance law has dominated Senegalese politics in recent weeks.
