Madar (Tripoli) - Libya's authority for the implementation and management of the Emsaed-Ras Jedir highway said on Thursday, November 5, 2026, that it had ended its contract with Webuild for the first sector (Emsaed-Al Marj) because the company failed to meet the terms of the contract signed in 2013, Libya's official news agency LANA reported.

In a clarification posted on its official page, the authority said the termination followed four years of negotiations and that the sector would be re-tendered on a modified route, adding an Al Marj-Suluq section and dropping Emsaed-Tobruk because a motorway linking the two is being built.

The new route will run from Al Qaara to Al Kharruba, then Suluq and on to Benghazi, joining the coastal road at Suluq. The project's designer is to complete final designs for the Al Kharruba-Suluq section.

For the Ras Jedir-Al Aziziya sector, the first advance-payment claim has been sent to the Italian side, and contractor Todini is waiting for the payment from the Italian government. As the payment is delayed and not fully available this year, the authority plans to split it so that sub-sector 4.3 can start.

The next steps are signing the Al Aziziya-Al Khums contract and tendering Al Khums-Tawergha. Italy has committed USD 5 billion to the project, of which 4.5 billion should have been available since the agreement took effect in 2009, at USD 250 million a year, the authority said.
