Madar (Dakar) - Members of Senegal's National Assembly have been called to a plenary session on Tuesday, 3 November 2026, at 10 a.m. to examine bill no. 40/2026, the amended finance law (LFR) for 2026, Dakaractu reported on Saturday, 31 October.

The summons follows the second rejection of the bill by the finance and budget oversight committee at its meeting on Friday, 30 October. Pastef holds 130 of the Assembly's 165 seats, and its leader had said the party's deputies would not vote for the bill as it stands, according to the same outlet.

In a statement issued on Saturday, the Ministry of Economy, Finance and Planning said it had taken note of the committee's decision. It said it had sent the committee on Friday a detailed document replying to a memorandum received on 26 October that set out the main concerns of the Pastef parliamentary group, Le Soleil reported.

Several rounds of talks had answered the deputies' questions, notably on energy subsidies, family security grants and priority spending, and the clarifications and documents requested had been provided, the ministry said. It regretted, however, that "to date, the committee has put forward no amendment or counterproposal" after three sessions.

The ministry warned that prolonged budget uncertainty, at a time of limited fiscal room, difficult access to financial markets and ongoing negotiations with the International Monetary Fund, could jeopardise the financing needed to cover 2026 requirements and add to pressure on the treasury, "to the detriment of priority spending and the population".

It said it remained ready to continue talks at the plenary session and urged all sides to show "a sense of responsibility and the higher interest of the population" so that the bill can be adopted.
