Madar (N'Djamena) - A government seminar on validating the two-year review of the implementation of President Marshal Mahamat Idriss Deby Itno's political programme ended on Saturday, 31 October 2026, at a hotel in N'Djamena, Tchadinfos reported on Sunday.

According to the outlet, after two days of work, members of the government led by Prime Minister Allah-Maye Halina examined and validated the report on the implementation of the 12 strategic projects and 100 priority actions of the 2024-2029 term.

"You have shown that this exercise was neither an administrative formality nor a compilation of ministerial reports, but an act of political responsibility," the prime minister said in his closing address, describing the progress made as "real, measurable and irreversible".

Halina acknowledged, however, that many challenges remain in reaching the goals set by the president, notably financial constraints, implementation delays and coordination difficulties, which he said call for corrective measures.

He set five requirements for the next phase: prioritising commitments, clear responsibilities, government solidarity, closeness to the population and accountability. "A report is worth what it changes in people's lives," he said.

The prime minister said the two-year report would soon be made available to the public so that citizens, the media and other stakeholders can examine it. The source gave no figures on implementation rates.
