Madar (Nouakchott) - Mauritania and France on Monday, November 2, 2026, signed two financing agreements in Nouakchott for civil protection and vocational training: a EUR 21 million loan (about 944 million new ouguiyas) and a EUR 4 million protocol (about 180 million new ouguiyas), the Mauritanian News Agency reported.

The agreements were signed for Mauritania by economy and development minister Mohamedou Ahmedou M'Haimid, in the presence of the interior and vocational training ministers and the delegate general for civil security and crisis management, and for France by ambassador Emmanuel Besnier and AFD's Nouakchott director Ignace Monkam-Daverat.

The minister said the civil protection funding will strengthen the delegation's response capacity, create a national civil protection school, build and equip ten new centres, set up a corps of volunteers, reactivate the free emergency hotline and train local elected officials in disaster management.

The second protocol aims to create a model technical and vocational institute in Nouakchott specialising in industrial and domestic refrigeration, electricity, welding and carpentry.

The French ambassador said the civil protection project costs EUR 39.3 million in total, including the sovereign AFD loan, a European Union grant and a Mauritanian state contribution, while Expertise France will implement the school project over three years.
