Madar (Nouakchott) - The governor of Mauritania's Assaba region, Ahmedou Addahi Ekhtaira, on Thursday 5 November 2026 oversaw a ceremony in Boukadoum village, in Aghorat commune (Kiffa district), marking the completion and start of operations of the "Hayat education and health complex", funded by the Mansour Youssef Al-Khalifi endowment (waqf) of Kuwait, according to the Mauritanian News Agency (AMI).
The complex includes an equipped health centre, a complete lower secondary school, housing for teaching staff, a mahadra (traditional Quranic school), a mosque and a cultural and sports area, in a single facility meant to bring education, health and social services closer to residents, the agency said.
The governor described the complex as a "qualitative addition" for the region because it combines modern education, mahadra teaching and health services. He praised the endowment's work in spreading education, providing medicine and helping people in need, as well as the brotherly ties between Mauritania and Kuwait.
The president of the Assaba regional council, Mohamed Mahmoud Ould Habib, said the project helps meet residents' essential needs. Kiffa MP Khatri Ould Mahmoud praised Kuwait's development and humanitarian role in Mauritania and Africa, and Aghorat mayor Sidi Ould Hamad said the complex meets residents' hopes for wider access to essential services.
The complex's coordinator, Dr Riyad Al-Khalifi, said the project is part of the partnership between Mauritania and Kuwait, while the implementer of the "Hayat Al-Khalifi 2 complex" project, Mohamed Mahmoud Jelal Ettolba, called on administrative authorities and elected officials to work together "to ensure the project operates and achieves its goals", noting that it brings education, health and water facilities together in one place.
The ceremony was attended by the prefect of Kiffa district, Aly Ahmedou El Hacen, the governor's chief of staff, the heads of the region's security services and several local officials and stakeholders.
