Madar (Dakar) - Senegal's Minister of Economy, Finance and Planning, Cheikh Diba, on Saturday, 7 November 2026, presented the initial finance bill for 2027 to the National Assembly's Finance and Budget Control Committee, according to the PressAfrik news site.
According to the same source, the bill projects total revenue of 6,012.1 billion CFA francs, including 5,044.6 billion in tax revenue, against total spending of 7,363.7 billion, leaving a deficit of 1,351.7 billion CFA francs, or 4.7% of gross domestic product.
Total financing needs are estimated at 6,608.7 billion CFA francs, including 4,552 billion in debt amortisation, while personnel spending reaches 1,596.2 billion. The allocation for family security grants is doubled to 140 billion, benefiting 1,000,649 vulnerable households, the site said.
The bill is part of a fiscal consolidation path, according to the same source, linked to the "Senegal 2050" national transformation agenda and the economic and financial programme agreed with the International Monetary Fund.
The presentation comes four days after the National Assembly rejected the amended 2026 finance law over what the source called a "deep disagreement" with the Pastef parliamentary majority, and after the finance committee asked the government to withdraw and redraft the 2027 budget bill, a request the Ministry of Economy and Finance rejected.
