Madar (Dakar) - Senegal aims to cut its greenhouse gas emissions by 48.5% by 2035 and puts the financing needed to reach that goal at USD 24.9 billion, Environment and Ecological Transition Minister Aliou Gori Diouf announced on Monday, 2 November 2026, according to Le Soleil, citing the APS news agency.

The minister was speaking in Dakar at the political validation meeting for Senegal's third Nationally Determined Contribution (NDC 3.0), the roadmap setting out the country's climate commitments for the next decade.

With appropriate international support, Senegal could reduce its emissions by 31.6% in 2030 and by 48.5% in 2035, he said. Without that financial backing, the cuts would be limited to 13.3% in 2030 and 19.4% in 2035.

Of the USD 24.9 billion required, 16.9 billion is expected from the state's financial partners. The country is also counting on international cooperation, private investment and trust funds, and the minister cited the Just Energy Transition Partnership, which plans to mobilise USD 2.75 billion for Senegal.

The funding is meant to support renewable energy, mangrove restoration, reforestation, assisted natural regeneration and intensive rice farming, as well as a smaller carbon footprint for the cement industry, better waste management and cleaner transport such as the BRT bus line and the TER regional express train.

The NDC rests on two pillars, mitigation and adaptation, the latter covering water management, flood prevention and coastal protection. The political validation meeting precedes the document's formal submission to the secretariat of the UN Framework Convention on Climate Change.
