Madar (Sebha) - Libya's House of Representatives on Monday, November 2, 2026, held an official session in the southern city of Sebha, chaired by its speaker and attended by his two deputies, the first of its kind in the city, the Libyan state news agency LANA reported.
Lawmakers debated and then passed the proposed conscription and general mobilisation law with 82 of 90 votes, adopting an amendment, the House spokesman said, according to the agency.
The House also voted unanimously to set up an oil refinery in the south, following a memorandum from southern lawmakers, the deputy prime minister for the southern region and Fezzan notables and municipalities on the region's development needs. Other demands were referred to the relevant authorities.
With 78 of the 90 lawmakers present, the House also voted to accept the resignation of the former governor of the Central Bank of Libya and to assign Fawzi Abukhzam as governor, according to the House's official page.
The speaker described the Sebha session as "a historic national and institutional occasion" reflecting Libya's unity. The House will hold its next session in Zintan on November 16.
The agency did not give details of the conscription law, or the location, capacity or cost of the planned refinery.
