Madar (Bamako) - Mali's Council of Ministers, meeting on Friday, 6 November, at Koulouba Palace under the chairmanship of Transition President General Assimi Goita, adopted a draft decree opening advance credits totalling CFA 125 billion in the revised 2026 state budget, according to the council's communique published by the Prime Minister's office.
The credits are meant to cover additional needs for hospital construction works, other priority structural projects and new measures under staff expenditure, the communique said.
It noted that the organic law on finance laws of 15 August 2025 allows, under its Article 22, additional credits to be opened by an advance decree adopted in the Council of Ministers "in case of urgency and overriding national interest". Parliament must be informed immediately, and a finance bill ratifying the credits is to be tabled at the opening of its next session.
The council also adopted texts reorganising the National Borders Directorate, created in 1999, after the application of earlier texts revealed "weak strategic steering" of border issues and limited coordination capacity, according to the communique. It also expanded the remit and membership of the National Borders Commission, in line with recommendations from the national refoundation conference and the inter-Malian dialogue.
Among the communications, the minister of labour, public service and social dialogue announced a meeting of AES ministers in charge of public service, labour, employment and social protection, scheduled for 13 November 2026 in Ouagadougou, to validate draft guides and a convention prepared by experts from member states.
The foreign minister also reported on the third Russia-Africa summit, held in Moscow on 28-29 October, which the communique said led to the conclusion of 7 legal and contractual instruments.
