Senegal is offering 104 oil and gas blocks to investors as it seeks new exploration and production contracts. Energy and Petroleum Minister El Hadji Abdourahmane Diouf outlined the opportunities at African Energy Week in Cape Town, according to a statement issued by the African Energy Chamber on Thursday, October 15.
The country reorganised its petroleum acreage in March 2026 into 113 blocks, comprising 65 onshore and 48 offshore blocks. Four are already under contract and five have been allocated to Eni for studies, leaving 104 available, the statement said. The announcement sets out opportunities for investment rather than newly signed contracts for those blocks.
Dakar is also seeking partners to develop the Yakaar-Teranga gas project alongside national oil company Petrosen. The minister identified power generation, industrial uses including fertiliser production, and exports as intended markets for the gas. He said progress would require a coherent development structure, credible buyers and a clearly defined investment programme.
In refining, Diouf outlined a proposed second refinery to process Sangomar crude, with capacity of four million tonnes a year and estimated investment of two to three billion dollars. According to the statement, the Société Africaine de Raffinage, SAR, and Turkey's Yamata signed a memorandum of understanding in New York on September 23, 2026. That memorandum does not announce completed financing or the start of refinery operations.
