Mauritania opens accreditation applications for overseas recruitment agencies

Mauritania opened accreditation applications on Monday, October 12, for private agencies recruiting Mauritanian workers for jobs abroad. The technical committee overseeing the process set a November 11 deadline at 5 p.m. Applications are submitted through a digital platform, with the national employment agency, TECHGHIL, serving as the committee's technical secretariat.

According to the notice published by TECHGHIL, applicants must be legal entities registered in Mauritania, with an office in the country and at least three employees. Their legal representative must be Mauritanian. Applications must include a financial guarantee of two million ouguiyas, registration documents and certificates confirming tax and social-security compliance.

The process implements an April 2, 2026 decree regulating the agencies and a joint ministerial order setting their accreditation requirements. The rules require employers alone to pay for recruitment services and prohibit fees or commissions charged to workers. Agencies must also inform workers about employment conditions, pay and social protection.

Accreditation lasts five years and is renewable under the joint order. The committee stressed that submitting an application does not authorise an agency to operate: private overseas recruitment requires prior accreditation.
