Madar (Rabat) - Moroccan Head of Government Fatima-Zahra El Mansouri on Monday, October 19, 2026, presented the 2026-2031 government programme to a joint plenary session of both chambers of Parliament under Article 88 of the Constitution, targeting average economic growth of 5% a year in 2027-2031, Moroccan media reported.
Prices and purchasing power
El Mansouri pledged automatic social compensation equal to the monthly electricity bill for eligible households whose main-residence bill does not exceed 100 dirhams, with no paper application or office visit required, and an increase in direct social aid from 500 to 1,000 dirhams by the end of the term, alongside a gradual income tax reform to raise net wages.
She also announced reform of meat and fish distribution channels, stable rules governing the balance between exports and domestic supply, and a structural overhaul of market organisation to fight monopolies and opportunistic middlemen, in coordination with the Competition Council.
The numbers
The government is targeting inflation of around 2% a year and a budget deficit held at 3% of GDP over the period, with public debt falling toward 62% of GDP by 2031, while the private sector is expected to account for two thirds of national investment.
Public buyers will be legally required to reserve 30% of contract value for Moroccan small and medium-sized enterprises. A new tourism roadmap targets 26 million visitors in 2030, and a 2-billion-dirham fund is planned to advance the official status of the Amazigh language.
