CTM says it warned SOMELEC of substation problems before August fires

Construction company CTM says it notified SOMELEC of technical problems affecting switchgear readiness at the Toujounine and Tevragh Zeina substations before the fires of August 21 and 22, 2026. It argues that responsibility should be determined on the basis of contractual obligations and technical evidence.

In a statement responding to the independent inquiry's executive summary, the company said it had submitted a report to SOMELEC in November 2025. It maintained that the cables supplied met specifications, citing acceptance records and tests that it said had been witnessed by representatives of the electricity company and independent technical bodies.

CTM distinguished the cables and their accessories from the existing switchgear and protection equipment. It argued that the location where a fire broke out was not sufficient on its own to establish responsibility and that, in its reading, the inquiry had not conclusively identified the cause of the initial spark.
