Addax Energy, a subsidiary of Swiss group Oryx Energies, has again won the contract to supply fuel to Mauritania, according to the results of the international tender announced on Thursday evening, October 15.
According to media reports, seven international companies took part in the tender. Three were excluded during the technical evaluation, while Addax Energy submitted the lowest price among the accepted bidders.
Addax Energy offered an average price of $1,333.77 per metric tonne, compared with $1,341.51 for Sahara, $1,435.48 for Mercuria and $1,551.66 for BB Energy.
The committee said it had excluded Trafigura, BGN and Vitol because of irregularities involving the documents required in the technical submissions. These included an unsigned letter of commitment, changes to the prescribed template for that letter and an unstamped bid, as well as missing administrative documents or documents that did not meet the specified requirements.
The committee said Article 19 of the tender dossier (DAO) requires the exclusion of any company that fails to submit the required documents in the proper form. It said this provision was the basis for its decision to exclude the three companies.
