Madar (Benghazi) - Libya's House of Representatives (HoR) on Monday, October 19, 2026, held its first official session at its Benghazi headquarters under its new Speaker, Al-Salheen Abdel Nabi, with both deputy speakers present, Libya Herald reported, based on the House's own readout.
Abdel Nabi opened the session with remarks on citizens' hardship from high prices and housing problems. He then tasked the planning and finance committee with working to lower the exchange rate in coordination with the Central Bank, setting a general import budget, preparing a unified salary scale with sector-specific bonuses, and not opening credits without matching funds.
He asked the economy, health and energy committees to determine the country's annual needs for goods, medicines and fuel, and the education committee to follow up on the salary scale and teachers' allowance and count the teachers actually working, as teachers strike for higher pay. He said about 700,000 teachers are registered on state payrolls but only about 170,000 actually work, according to the outlet.
The House then discussed forming a committee to collect members' comments on its internal regulations and a draft law establishing a Libyan emergency, crisis and disaster management authority, before the session was suspended.
Abdel Nabi, an MP for Tobruk, was elected Speaker in early October to succeed Aguila Saleh, who contested the legality of the sessions that led to the change, Arab media reported at the time.
