Madar (Tripoli) - Libya's High Council of State (HCS) announced on Sunday, October 18, 2026, the formation of a joint committee with the House of Representatives to develop and finalise proposals for salary tables, ahead of presenting them to the House for adoption, according to a Council statement reported by Al-Wasat.

The announcement came at a consultative meeting in Tripoli between the HCS finance and economic committees and the House finance committee, attended by HCS President Mohamed Takala and his two deputies, Administrative Control Authority head Abdullah Gaderbouh, a representative of the Central Bank of Libya and the budget director at the Government of National Unity's finance ministry, the outlet said.

The meeting discussed three proposed models for a unified salary table, comparing the total cost of each and its impact on the public budget and the state's financial commitments, according to the Administrative Control Authority.

Takala stressed the importance of a unified table "based on fair foundations and clear objective criteria" that reflects qualifications, experience and responsibilities while taking the state's finances into account. Participants also discussed fixing imbalances in the payroll system, reconciling payroll records, curbing duplicate employment and undue payments, and phasing in the table gradually.

Government of National Unity Prime Minister Abdulhamid Dbeibah approved a unified salary table on October 6 for all employees of sectors and administrative units funded by the public treasury, according to Al-Wasat.
